mon texte se transforme en :
"Il y a 4 résultat(s) correspondant à votre recherche" alors que j'ai mis

echo "Il y a $num_rows résultat(s) correspondant à votre recherche\n";

J'ai rajouté :

header('Content-Type: text/html; charset=UTF-8'); 

OK mon texte n'a plus de caractètes étranges
MAIS
pour afficher mes résultats, j'ai des carrés à la place des "é", malgré que j'ai rajouté mb_internal_encoding

while($row=mysql_fetch_array($resultat)){
mb_internal_encoding("UTF-8");
echo "".$row['ville']." - ".$row['commentaire']."";
echo "<br />";

C'est bien parti, il te faut juste lire et appliquer la partie "MySQL" du tuto en lien En particulier le "SET NAMES UTF-8"
